What are the official rules of the game of דרײדל‎?

With these games, we have a problem with asmachte lo kanye. Can the person say ahead of the game, whatever someone wins I am mochel?

The Mechaber C’M 207, 16 says that if you make a proclamation to be mochel from then (meachshov) , it works, so does the SMA in s’k 46.

The dreidel usually a ג – ganz , whole , you receive everything in the bank, ה – halb , half, you receive half, ש – schtell hinein (arain) , place the designated amount in the bank, נ – nothing, you lose your turn.

Kvitlach – you must get 21 to win, if you stop and the banker deals and catches up (more or equal) he wins. If you have twenty one, you say twenty one and you win before the banker deals . If you or the banker have more than 21 they lose.

I thought kvitlech had a unique ruleset.
The game Reb Eliezer described sounds like blackjack.

“Official” rules only exist if established by a game’s designer or an acknowledged society for
competitive play. This excludes many folk games (and such games often have regional variations).
