Additionally, if you wear a regular belt & a gartel on top of it (under your jacket) – it may be a shailah of hotzaha on Shabbos, as you are only allowed one belt on top of each garment, not 2. Again, I am not asking why there is a minhag to tie a black cord around one’s waist before davening.
I am asking why that black cord is specifically tied over the jacket (where it looks absurd), instead of under the jacket.

Most people wear a regular belt on their pants & putting a gartel on top of that – under their jacket, might create a Shabbos problem.

popa_bar_abba – I don’t remember exactly where, but I think that Rav Moshe ZT”L in the Igros speaks about wearing a gartel under one’s jacket on Shabbos.
