HOV lane – For real?

I constantly see cars veering off the Prospect Expwy into the HOV lane for the Battery Tunnel with only one or two passengers.
Are the laws requiring 3 or more passengers really being enforced? Do you know anyone who received a summons? If so, how much is it?
I’ve seen police issue tickets for that over there. It was a number of years ago but I don’t see any reason they’d stop doing so, especially considering how much revenue tickets raise for the government.
Fine and surcharge is about $200. The police wait towards the tunnel so as not to disturb traffic. The HOV lanes are only lead to the tunnel so a car with fewer than 3 occupants are pulled over before entering the tunnel.
Many times you get tickets for these type of violations when they crack down on it. When that happens, you see tickets.
