Shimon’s territory consisted of isolated cities within Yehuda. So how did it come to be that Shimon ended up with the Aseres HaShevatim? Did they all pick up and leave their ancestral lands when the kingdom split? Were they somehow a set of northern enclaves within Yehuda? And if so, how did it end up that they were exiled with the shevatim by the Assyrians?

They were teachers of young children, according to Rashi in Yehoshua. Many of them moved up north to teach.
דברי הימים א ד:לא וּבְבֵ֤ית מַרְכָּבוֹת֙ וּבַחֲצַ֣ר סוּסִ֔ים וּבְבֵ֥ית בִּרְאִ֖י וּֽבְשַׁעֲרָ֑יִם אֵ֥לֶּה עָרֵיהֶ֖ם עַד־מְלֹ֥ךְ דָּוִֽיד
