As far as reading contact Partners in Torah, if they don’t have any materials they give out, they can probably direct you to someone/thing that can.

There are kiruv programs in the US that do it, they have a system and workbooks that teach them how to read hebrew. As for speaking, probably most people on the CR don’t speak a good hebrew and they went through many years of school. The only way is to come to Israel, abandon your english and make many mistakes. You can’t learn fluent hebrew in the US unless your in a community that only speaks hebrew (where is that??). Yesodei Hatorah in Atlanta, Pheonix and other places have a good method for reading. I second rosetta stone. Our whole family is working through the program and although it’s simple conversational Hebrew it lays a strong foundation for Biblical Hebrew. It is a bit expensive, but it works.
If you’re talking about siddur hebrew, then NJOP is THE place. They offer a 5 week course (once a week, 90 minutes per session) and the results are iron clad, and its a free course.
I know someone who did not even know hebrew is read from right to left, and by the end of 5 weeks, he could read from any page in the siddur. All it took was 5×90 minutes and 5 minutes of practice each night (that’s where I came it to the picture)
If I’m not mistaken, NJOP starts a class in early November.
If its Ivrit, you’re after, an Ulpan class is what you need, but I have no clue as to how good they are (or the cost of them)
Start from scratch, get an Alef Binah, so they can learn the letters. I once taught a 50 year old. She was a teacher. So I used the Alef Binah and then I put the english letters that corresponded the sounds next to the hebrew letters to help her catch on to the sounds more quickly.
pictures! I heard that when you teach language they will remember the words better if they see it. our teacher tried it on us and it worked!
BP Totty’s advice, NJOP, works beautifully. I heartily recommend their “Reishis Bina- The Hebrew Reading Crash Course.” It teaches reading and some vocabulary.
