Is the Cr responsible? Obviously, there are probably people who post when they can and should be learning.
Obviously. Does that mean it should be shut? That’s another question.
In the Jewish tradition of answering a question with a question or two:
Is a restaurant owner responsible for the bitul Torah of the customers who shmooze over a long lunch?
Is a Cell phone store responsible for the bitul Torah of of those who talk/text during seder?
People need to take responsibility for their own actions and decisions.
The question is what the posters / readers would be doing otherwise?
Would they be spending the time at other less appropriate sites or speaking about improper subjects?
Would they instead be involved in real Torah learning or intense Tefilah?
For some of us the CR is saving us from spiritual ruin.
For others the CR means that a Mincha Shemoneh Esreh that would otherwise have 60 minutes of preparation will have to do with only 30.

I will add, that it may also be bital zman for women too. Besides for affecting tefillah, are kids getting less attention because their mothers need to check in here?

For those that this applies, they shouldn’t have access to the internet (or even computer) at all.
klach- are you feeling guilty for being here? are you supposed to be learning or talking to your kids? Dont make your issue a general issue.

thell find other ways if you don’t give them a computer at all. there are many many gadgets available today
