Ktriah for Yerushalyim? Or kriah for the beis hamikdash? As Bv,an Hazeh, there is a picture of R Moshe Feinstein TAZTAL tearing Kriah at the Kotel when he went to the Knessia Gedolah in 1964. Based on that I think yes.
