California enacted 725 new laws today. Here are two of them, with Popa’s commentary.
AB 1871: This law mandates that you are allowed to lease out your personal car without having to buy additional insurance.
Popa’s commentary:
When you drive a leased car, you are less careful with it. That is why insurance companies will not cover your car if you lease it out to someone else. (Don’t argue, they have actuaries.)
So, it used to be, you were able to buy insurance which would only cover you and pay less, or you could buy insurance which covered a leasee and pay more. Now you can only buy they one that covers anyone, and pay more.
Why is that a good idea?
AB 119: This law mandates that health insurance must cost the same amount for men and women. (Even when childbirth is not included.)
Popa’s commentary: If companies charge more for women, it is probably because women use more health services. It is not discrimination.
So, you are basically making that the men must help pay for the women’s insurance. Which means that men may not purchase health insurance unless they can afford to and agree to help underwrite the state’s women.
Why is that a good idea?

Is it the law for both health and CAR insurance? Hypocrites.
