Here in england Rabbonim have issued Takonos regarding the use of internet. They used the term “chayav” which means compulsory. What is the authority of todays rabbis to impose new takonos and are they binding acc. to halacha.

Not with carte blanche. That’s very concept that a decree “she’ain hatzibur yecholim la’amod bah” proves that the tzibbur can, in fact, reject such a decree if they are unable to fulfill it.

In the times of president Andrew Jackson, the Supreme Court issued a ruling contrary to his views. Jackson said ‘let the Supreme Court enforce it”

Same for the question of takonos: Rabbonim can issue all the takonos they wish- if the people don’t follow them, they are useless.

And the kehilla has the right to not accept it, as was done in the past..Not every takana was accepted

WolfishMusings: I don’t mean to challenge, I mean to ask. Is that true? Is the meaning of “she’ain hatzibur yecholim la’amod bah” a power of the people to reject a takonoh or just a guideline that the rabanan use when inacting takanos? If you have a reference I would love to see it? TY

SHEIN; I am sure your statement is sincere but you need a source that they have the power nowadays to make Takonos that are binding.
