Is it mutur to wear shorts?
Yes
I’ve seen men Hasidic men wearing shorts (formerly called knickerbockers when they were fashionable among the goyim, and still worn by many baseball and American football players), along with over the calf socks. Prior to long pants becoming fashionable in Europe and America (200 years ago), most men wore such pants, often along with long coats and high boots (guess what people dumped into the streets back then).
So it is clear that shorts are mutar (allowed by halacha), but are incredibly unfashionable unless worn with high socks, and a long coat, and outside of a few limited circumstances you might be confused with a reinactor wearing clothings from centuries past.
This is not to be confused with the types of shorts popular among many American goyim, who appear to be challenged to distinguish underwear from outerwear.
The rambam says to wear clothes that are average, respectable, clean, etc… An average adult in polite society even among goyim does not wear shorts.
Men or women?
Bigger question is it it muttar to be online.
Is it halchically permissible for a man to wear shorts on a weekday to take a walk around his block? Yes.
Ask your LRP but I would submit its an obvious issue of tzinius for women and probably for most adult males (putting aside the fact that after a certain age, most yidden look better in long pants, tzinius concerns notwithstanding).
Why would it not be permitted for a man to wear shorts? What part of the body is being exposed that would make it assur? In general, I think people should dress in a way that is flattering to their shape. Unfortunately, even among frum it is not the case

Even though the issue is not “reciprocal”, the visuals for most women in the case of frum guys walking down 13th Avenue in Brooklyn, Clifton Avenue in Lakewood or Main St. in Monsey in shorts and long socks are unlikely to promote illicit thoughts or pritzsus. In fact, just the opposite. There is a time and place for most things and Commons Saychel should suffice.
Moshe – “flattering” often is associated with accentuating and making parts of the body appealing to the eye. Do you really think it’s tznius for men or especially women to pursue clothing that makes their figure more appealing?
While we can’t say shorts are אסור on יום כפור because the כהן גדול wore them when he went into the קדש הקדשים, we can alert you to the concerns many Rabbonim had . I think the discussion about מכנסים in general is in the שדה חמד ,the Rav of Krasovbazar.Tried to keep it short.

also…why are random coffe room people your halachic authority?yserbius123, Is your psak what you and/or you Rav came out with after factoring in the discussion of tznius by men, and not revealing parts of the body that are normally covered? Including the discussion in the mishneh bruroh on this (the machmir position), R Moshe Feinstein in Igros Moshe and other relevant sources?
Why not? I wear them all the time, except in shule and not on Shabbat and chagim. I’ve worked from home for many years, and I live in shorts and sandals from April to November.

Obviously there is nothing assur about wearing shorts. It isn’t a very respectable way to dress. The answer depends on who you are and/or how much you feel you represent Bore Olam

So if you are a really in shape and woke member of the CR working from your bedroom between Purim and Succos you can wear shorts betweeen Zoom calls with the camera focused from your shoulders up?? Sounds OKit is not poshut whether you can be in shorts while on a zoom Torah class, or even a business call.

Both R’ Moshe ztz’l and R’ Yonasan Steif ztz’l used to stand when talking to each other on the phone.
That is not what I meant. They should wear clothes appropriate for their shape and not pretend they can wear things that obviously too tight or small. A heavy person should wear less fitted clothes which to me would be more flattering in terms of respectable looking
I don’t think the original poster was talking about a bathing suit. How many people of any kind would do what you describe. Please, a little sense of propriety.

Then k’v we should stand when typing a post addressed to either the CR Mods or the CR poskim, and of course, always do so in long pants.

I would think Bush Sr would prefer Bush Jr to not stand, but rather follow his advice … Not saying which one was wiser, just food for thought about what respect is.
