songs in hallel should be fast not slow. Or slow, but happy slow. No acheinus or anything. And the tzibbur should not sing hodu lashem…, along with the sha”tz because everyone is supposed to hear him.
Sing during Mimkomcha should be discontinued. Keil Adon is all right (but someone told me there’s a minhag not to sing before shema). Singing during random parts of davening is random, and if you do so make sure the tune fits the words.
Singing during sh’moneh esrei, when done derech laitzanus is an avon p’lili, and even when done seriously is frowned upon.
I wish I were the gabbai.

Perhaps you can improve the situation somewhat by getting people to learn the halachos of tefillah. I think you are best off focusing on the most important issues (such as kavod hatefillah, amein yesoma/chatufa and other cut and dried halachic issues) before even mentioning things like fast vs slow songs (which, after all, is a matter of taste – us pure Litvaks prefer to sing Hallel to the tune of Eicha :).

I think if a gabbai came up to me and started giving me a long list of rules, and “do this, don’t do that,” I’d tell him to forget it – do it yourself.

In the new Tshuvos R’ Akiva Eiger (thats where I saw it!), they bring a list of ?????? that he paskenned for his shul about various different things; it is extremely interesting. He brings that that one shouldn’t sing anything before Shmoina Esreh.

If it came down to doing it myself, I would. I think lessons are best taught through example, anyway.
