Dear Reb Eliezer, This is all after the fact. If a congregation would require everyone to daven bareheaded, there is no clear reason to stop them.
But to not misunderstand me, if one decides to wear a (black) hat then he should. There is nothing wrong with a (black) hat.
The Taz says that being bare headed is assur because of chukas hagoyim as they show respect by removing the head cover.
