It is obvious, constitutional scholars say so, otherwise why give pardon power by making him think he is monarch and encourage crooked behavior figuring he will be pardoned anyway. Michael Cohen got no pardon because he was not loyal to the president whereas all his crooked cronies, Stone, Manafort and Banon received one.
One must show contritiion to get a pardon but ones listed above never showed it.

Why are you belaboring the obvious? If one does not show contrition does Hashem forgive him? Why not? Because. He does not want him to repeat his sins.
