    The Targum Yanoson says that Moshe Rabbenu went to the Beis Hamedrash, a place of learning. Why? The gemora in Brachas says that the Babylonians live long because they stay early and late in Beis Hamedrash. The Meharsha asks, it is still not EY where it says lemaan yirbu yemeichem ‘al hadama’ meaning EY? He answers that Botei Medrashas will become leasid lavo part of EY. We see from this that they actually are considered now part of EY. Moshe Rabbenu knew that he cannot go to EY, so he did the second best by going to the Beis Hamedrash.

    I heard from someone (I believe one of my rabbanim, a very long time ago), that the best analogy is to a country’s embassy, which under modern international law is considered to be the territory of the country who owns the embassy rather than the country within whose territory the embassy is located.
