Isn’t the phrase “wishing all of Klal Yisroel” redundant? Doesn’t “all” mean Klal and vice versa?

No, not really. The term usually refers to “The People of Israel”. It would not be incongruous, for example, to say that some of klal Yisroel davens Ashkenaz, some of klal Yisroel davens Sefard, etc.

I hereby wish all Klal Yisroel [albeit belatedly for Israelis] “Isru Chag Sameach”.
