Johnson was successful in radically changing the role of government in social programs, which was what he wanted to do. Roosevelt convinced the American people to reject both Communism and Fascism, which many if not most Americans in 1932 were likely futures, and then managed to get the United States into World War II even though most Americans were isolationists (without Roosevelt, there is a good chance American would not be western style democracy, and that the thrid Reich would now be approaching its 100th anniversay). Carter and Hoover failed in all their policies, but both were seen as nice guys. Its too early to tell with Trump though he has managed to put a brake on the leftward shifing of the judiciary which was one on his major goals.
For super-losers, I would suggest Andrew Johnson and William Henry Harrison.

Andrew Jackson perpetrated genocide. That should put him at the bottom of any list, particularly one created by Jews. Note that he is Trump’s favorite President.
Pierce’s stupid policies led directly to massive nativist bigotry, a huge financial panic and to the Civil War.
Buchanan continued Pierce’s bad policies and by the end of his term a bunch of states were no longer in the US.
Andrew Johnson was totally ineffective.
Grant was even worse, presiding over levels of corruption unprecedented in American history. He also allowed a massive financial panic that led to the longest depression of the 19th century.
Harding had levels of corruption that may have surpassed Grant’s, was the only President prior to Trump to have had to pay hush money to a mistress, had an illegitimate child with a different mistress, promoted catastrophic tariff increases that led to a depression all over rural America, and promoted nativist bigotry.
No President since has been as bad as any of these, although Trump’s polices are really similar to Harding’s and may turn out similarly.

Jackson may have supported a well established policy of forcing Indians to relocate away from population centers, but his policies in what is known as the Jacksonian era led to opening up political participation to a wide range of Americans including Jews. American was arugably moving towards developing an aristorcracy until Jackson shook things up. That the Democrats under Jackson significantly included the working class led in the long run to opening the way for Blacks to eventually join the system (though that was clearly not his intent), and by opening up the political system to the proletariat the US avoided the severe class-based divisions found in Britain. For all your criticism of Pierce and Buchanan, as well as Jackson, that by acting in ways that postponed the Civil War, they significant increased the liklihood of a Union victory – if the civil war has begun 30 years earlier, before railroads, with only muzzle loaders, and with the northern states not have pulled way ahead of the south in terms of industrial capacity, the outcome might have been very different, and the presidents from Jackson through Buchanan all worked to prevent the civil war. It should be noted that support for tariffs has wide support in the past, usually among the “liberals” favoring protecting jobs rather than “conservaties” who see free trade as promoting economic development.

If Seligman had accepted he would have been the first Jewish cabinet member. Grant also was the first President to attend a synagogue dedication and expressed regret for his expulsion of Jews during the Civil War. However, he did not know how to choose people and was surrounded by corrupt individuals.
Benignuman, on the other hand Wilson appointed the first Supreme Court Justice (Brandeis) over blatant antisemitic objections – he also appointed the first Jewish professors to Princeton. He also explicitly denigrated the Constitution, and especially the system of checks and balances, and fostered the administrative state. BTW, Lincoln also refused to listen to Chief Justice Roger Taney in Ex Parte Merryman and even wrote a letter telling him that it would have been a violation of his (Lincoln’s) oath of office to comply.

However, he was a failure in the sense that he could not get bills through Congress. It took wheeler-dealer LBJ to do that. BTW, LBJ was a cynical, crooked politician. He won a Congressional election with more votes than registered voters. He also said in private about the Civil rights Act of 1964 that “now the n—–s will vote Democratic for 200 years”. On the other hand, he saved many Jews during the Thirties. Some say that his maternal great=grandparents were Jewish, which, of course, would have made him halachically Jewish.
