Is there a difference between swearing verbally such as the oath that is required in court, or signing a sworn statement?
Are you asking about halacha or secular law?
To a court or to to a private party?
Probably not. except for the degree to which you may be able to explain the written/oral statemnet in a way that does not render it untrue.

I am referring to Halacha.
Who is signing it? if its only himself then its not the same but if a different beis din signed that they heard a testimony then that is the same as an oath.

There is no such thing in Choshen Mishpat as a written sworn statement.
