Is there a time of year when yoshon does or does not apply?
It always “applies” but after Pesach everything is Yoshon so no need to worry about it until whenever the next harvest is.
There is a Yoshon Guide put out by Yosef Herman. You can email him for a copy of it. I don’t know his email address, bit perhaps you can google Yoshon Guide and find out.
The earliest harvests of new grains happens in late July (oats and barley) and Early August (wheat).
Find the book online “A Guide to Chodosh” and subscribe to the e-updates so that you can get the exact dates for the year.
