PA Chairman Mahmoud Abbas (Abu Mazen) announced that presidential elections along with elections for the PLC will be held simultaneously in Yehuda and Shomron, as well as in Gaza.
He contradicted earlier statements released by an advisor, who stated in Hamas sabotages the election process in Gaza, then elections would only take place in Yehuda and Shomron.
The PA’s Fatah leader added he is planning to call upon the international community to send observers to oversee the election in all areas to ensure they are open, fair and above board.

The Metropolitan Transportation Authority (MTA) today launched an email and text messaging system that will notify registered customers of planned and unplanned service changes at any of the MTA’s family of transportation agencies. The system is a direct response to a key recommendation in the MTA’s report on the storm of August 8, 2007, which raised awareness of the need for increased communication during large-scale service disruptions. The system will be fully operational tomorrow morning.
Using the MTA’s website, customers can register to receive alerts about any combination of subway lines, bus routes, rail lines, bridges or tunnels. They can choose to receive them 24/7, or only during a particular time of day or week. The system will use an email transmission technology called Distributed Processing, giving it the capability of sending out up to a million messages every five minutes.
“This is a revolutionary step that has the potential to transform the experience our customers have with us,” said Elliot G. Sander, the Executive Director and CEO of the MTA. “If you know about a service disruption before you leave your home, or now, even as you are making your way to a subway or rail station or a bus stop, you can avoid the frustration of delays by seeking an alternate route.”
This initiative builds upon years of experience that Metro-North Railroad and the Long Island Rail Road have had in sending email messages notifying customers about service disruptions, and that New York City Transit has had providing weekly email updates about service changes caused by track work.
The launch of this system incorporates the functionality of those earlier initiatives, presenting them in a single online portal. It marks the first time that the MTA will send timely notifications of unplanned service disruptions on subways, buses, bridges or tunnels, and is the first MTA service to use text messaging.
While the MTA will not charge customers to use this service, those customers who have cell phone plans that charge for incoming text messages will be liable for those fees.

A woman who tried to help her son flee prosecution for the 2004 firebombing of the United Talmud Torah Elementary Skver school in Montreal was handed a one-year probation for her crime.
Quebec Court Judge Robert Marchi ruled in September that Rouba Elmerhebi Fahd was guilty of trying to arrange for her son to escape to Brazil to avoid prosecution for his crime.
However, the Crown asked for a sentence of community service, even though she could have faced up to seven years in prison.
Marchi decided against community service, citing Fahd’s lack of remorse, but also pointed out that he could see how a mother might act in such a way for their children.
Adam Atlas said on behalf of the Canadian Jewish Congress: “The judge, I think, was sensitive to that balance and taking into consideration all the factors, rendered a mild sentence.”
Moise Moghrabi of B’nai Brith Canada says it’s not even a slap on the wrist. “It tells the public there is no deterrent,” he said.
U.S. stocks climbed and the S&P 500 Index posted its first three-day advance since September after the Federal Reserve committed as much as $800 billion to help resuscitate lending.
D.R. Horton Inc. rallied 38 percent to lead homebuilders in the S&P 500 to a 20 percent gain as the Fed announced the new funding. SLM Corp., the student lender known as Sallie Mae, and CIT Group Inc., the commercial-finance company, jumped more than 20 percent. Cisco Systems Inc. and Hewlett-Packard Co. led a decline in technology companies, limiting the market’s advance, on concern the recession is hurting demand.
The S&P 500 added 0.7 percent to 857.39, extending its rebound from an 11-year low on Nov. 20 to 14 percent. The Dow Jones Industrial Average increased 36.08 points, or 0.4 percent, to 8,479.47. The Nasdaq Composite Index slipped 0.5 percent to 1,464.73.

Treasury officials are not showing interest in bailing out pension funds but there is now talk of stepping in to offer a very large and expensive safety net for the nation’s business tycoons such a Africa Israel’s Lev Leviev, Delek Group’s Yitzchak Tshuva, and other big leading earners who are now being strangled by creditors.
The daily Yisrael HaYom, anonymously quoting ‘those in the know’ in the treasury explain that while such a plan is being considered, there are major and serious considerations, such as why help one tycoon and not the other.
Opponents are having a difficult time understanding how exactly the government does not see it being its place to save pension funds of those who have worked for decades, yet is appears all too ready to bail out the tycoons. Opponents are calling on the nation’s wealthiest sector to first liquidate assets, sell off private planes, luxury vehicles and real-estate holdings and then come and talk about receiving government assistance on the backs of the ‘regular working guy’.

Shas leader Eli Yishai addressed the Sderot Conference on Social Issues blasting Welfare Minister Yitzchak Herzog.
“Unlike him, I did not grow up with a golden spoon in my mouth. We were ten people in one room. I got up each day and worked at a simple job in construction. Today, when I use my strategy, I come under attack. Immediately I am subject to criticism.”
Yishai added the problem is that the other side does not know what it is like. He lamented that according to the OECD (Organization for Economic Cooperation and Development), Israel is in last place among developed nations regarding funding for children.
He then stated “we must all tighten out belts. I am willing to move to a two-wheeled vehicle. I have no problem using a bicycle. You cannot tell the people to open savings accounts when the children in the home have nothing to eat. The parents cannot purchase the minimum clothing, the basic school supplies, or tell the children at age 21 they will get a computer or savings plan. It’s just a nice spin.”
Yishai was referring to Herzog’s call to establish savings accounts for the children for when they grow up. He explained such an account would be helpful to them during their IDF service.

It was Defense Minister Ehud Barak who stated that since the Second Lebanon War; Hizbullah has increased its abilities threefold, now speaking out again, expressing concerns regarding the terror organization’s military abilities.
Barak stated that today, Hizbullah has missiles capable of striking Ashkelon, Beersheva, Yerucham and Dimona, adding the terror organization has 42,000 missiles. Prior to the war, Hizbullah had 14,000 missiles.
Barak made his ominous remarks during a briefing to the Knesset Foreign Affairs & Defense Committee. He also pointed out Hizbullah’s recent military exercises (reported HERE on YWN) which he reiterated were a violation of UN Resolution 1701, the Second Lebanon War ceasefire agreement.
Barak acknowledged Israel’s concerns regarding Iran’s ongoing nuclear weapons program, but explained the Islamic nuclear threat already exists, from Pakistan, calling the threat “the ultimate nightmare” to many nations, adding the instability in that country has the world concerned. He confirmed that Pakistan has surface-to-surface missiles capable of carrying nuclear warheads, as well as advance df-16 fighters capable of doing the same, planes that were purchased from the United States.
Regarding Iran, Tehran continues to play with the international community, buying time, as it advances it nuclear enrichment program. Regarding Iran he added, “All options remain open”.
On the Syrian front, the defense minister stated Damascus maintains very close relations with Hizbullah and continues assisting the terror organization while also playing a role in the internal goings-on in Lebanon.
The Syrian situation is however somewhat of a paradox he explains, a dilemma, with Israel’s interests served by removing Syria from the axis of evil, and towards achieving this goal, the ongoing diplomatic probing and limited contacts are advantageous.
On the Gaza front, Barak is pleased with the relative quiet that resulted from the ceasefire, pointing out in the months preceding it, there were 500 monthly incidents of weapons fire but now, that number has been reduced to about 10 a month. Nevertheless, in recent weeks, that number has gone up considerably.
In a Knesset appearance during a special session called by Likud and Yisrael Beitenu, Barak spoke from the plenum for the first time as defense minister, responding to queries regarding a solution to ongoing rocket attacks from Gaza.
He stated that we have already seen what the results are on a different front when we tried to deal with the problem from a “sterile aerial perspective”. The defense minister stated that if one wishes to address the problem as it needs to be addressed, it demands moving into Gaza and doing what needs to be done. “Don’t play with words. If you wish to reenter Gaza then say so” he lashed out at the opposition. “We are not talking about a television reality show but crucial decisions that impact life and limb”.
Regarding calls for the IDF to move in and deal with the problem, Barak insists the IDF and ISA (Israel Security Agency – Shin Bet) are working to prevent attacks from Gaza and they have struck terror cells. At present, he opposes any other action. He did add that if the situation changes, due to attacks or other realities, then the army will be given the order to act.
Regarding Gilad Shalit, the senior minister reaffirmed the government’s moral responsibility and obligation to bring him home, but added that everything must be done within permitted parameters to accomplish this, “not at any price,” further stating that diplomatic channels is not the only option on the table.

As Rabbi Chaim Dovid Zwiebel assumes this position, these two tireless Askanim whose very lives breath Agudas Yisroel and Ahavas Yisroel, were both shaped and molded by the legendary Agudah leader Rabbi Moshre Sherer Z’L himself. The Organization’s press release speaks volumes “It will be a passing from dear friend to dear friend and from one confidant of Gedolei Yisroel to another.”
While change is bittersweet, this is a moment to reflect on the past, show Hakoras Hatov and renew our lion- hearted communal spirit. Today’s turbulent times demands nothing less. It is to Rabbi Blooms credit that the Agudah finds itself well positioned to take on the new and complex challenges facing us.
As a genuine servant of the Klal - Reb Shmuel is a Kohen, whose very being personifies Kedoshim Tehiu. Having the full confidence of Gedolai Yisroel, Admorim and Rabbonim from across the spectrum requires great intellect, keen understanding and wisdom.
As a trusted confidant and assistant to Rabbi Sherer Z”L , under Rabbi Bloom’s direction, the Agudah implemented many now famous programs benefiting thousands including: project COPE, Keren Hashvies, Project YES and none more relevant or timely then PCS, the vaunted job procurement program. Relief projects like the Iranian Rescue Committee, Vaad L’Hatzolas Nidchei Yisroel, Operation Open Curtain and countless others were successfully created with Reb Shmuels imprint.
Standing at Rabbi Sherer’s side, numerous fights against indecency and intolerance, at home and abroad, were organized. Together with Rabbi Chaskel Besser, Jewish cemetery preservation across Eastern Europe became an American Government priority and Kavud Hamais found a champion in none other than Klal Yisroel’s dedicated Kohen.
Inyonai Hatzibur, Kedushas Eretz Yisroel and Kavod Habrios are the very essence of Agudas Yisroel and for the past ten years Rabbi Shmuel Bloom was at the helm, carrying on his mentor’s legacy.
Today, wearing a Yamulkah in the secular work place or leaving work early for Shabbos with no fear of retribution, is B”H taken for granted. It must be known that the Agudah fought and continues those battles every day with Rabbi Bloom and Rabbi Zwiebel leading the charge. Invented and pursued by Rabbi Sherer, the groundbreaking initiatives of government aid/school choice have become an important focal point and mission of the seven offices that the Agudah has opened in California, Illinois, Ohio, Maryland, Florida, Texas and New Jersey- all to serve Klal Yisroel more effectively. These impressive activities and investments of resources have all come under the leadership and direction of Rabbi Bloom since Rabbi Sherers Z”L petira.
An organization that is 87 years young, the Agudah now looks to you and me for renewed vigor, vitality and strength. Public service is sadly viewed as old fashioned- yet the stakes have never been higher or more urgent. Let us not bemoan the precarious state we find ourselves in, rather let us roll up our sleeves and get to the task of solving our problems- “TOGETHER” as Rabbi Sherer Z”L famously proclaimed.
Getting the job done and helping Klal Yisroel, was and is his only goal – a lesson that we all might learn better. The serene and knowing smile constantly displayed by Rabbi Bloom comes from his full confidence and experience that Gedolai Yisroel know better. Emunas Chachomim is no cheap slogan, it is simply his Metzious.
It is my personal hope that Klal Yisroel realizes just how special a role Rabbi Bloom and the Agudah has and continues to play in our development as a thriving community. Whatever your political or ideological persuasions may be, all of our lives are immeasurably better because of the tremendous Avodas Hakodesh of this dedicated public servant.
This week, we have an opportunity to salute Reb Shmuel’s decades of monumental accomplishments on our behalf.

(LINK TO PHOTOS IN EXTENDED ARTICLE) Addressing a wall-to-wall assemblage of RCCS supporters at the Inaugural Flatbush RCCS (Rofeh Cholim Cancer Society) Dinner last week at El Caribe, the Novominsker Rebbe’s remarks came after the showing of a video in which several former cancer-stricken patients expressed their appreciation to RCCS for “funding their personal miracle”, and before the father of a former leukemia patient personally thanked RCCS for allowing them access to the best medical coverage that resulted in his son’s full recovery, bs”D.
In the presence of a dais lined with leading Gedolim from the Flatbush community, including Rabbi Aharon Schechter, the Rosh HaYeshiva of Mesivta Chaim Berlin , the Novominsker Rebbe described the many Mitzvos one accomplishes by helping RCCS patients, and told everyone “that you don’t have the slightest conception as to how RCCS saves entire Yiddishe families, and yes, entire generations. No one should have any doubt of the Kedushas HaChessed, the Hatzolas Nefoshos, of this Mosod Hakodesh, RCCS; it is an immeasurable z’chus to take part in this organization.”
The dinner was organized by a committee of volunteers from Flatbush whose goal was to help RCCS raise the money needed to pay the health insurance policies for 30 current patients residing in the Flatbush area. RCCS provides an array of services for cancer-stricken patients in need; primary among them is the subsidizing of health insurance premiums for some 300 patients annually, enabling them to obtain the best possible medical care.
The attendees also heard an impassioned plea by RCCS founder and president, Reb Hershel Kohn, who pleaded to the world for assistance in helping RCCS raise the funds needed to help all who come begging at our doors, an average of four applicants per week!
The dinner was chaired by noted askan, Elly Kleinman, and was dedicated to the memory of the late Shabsi Goldstein, z”l. Awards were presented to Dr. Joel Rosenshein, Mr. Avrohom Abba Sandberg, and to Mr. and Mrs. Moshe Rand. A memorial tribute was also delivered to long-time supporter of RCCS, Mr. Izzy Weinstock, z”l.
The Novominsker Rebbe closed with a plea that everyone who helps RCCS should be “absolved, with Rachamei Shomayim, from this dreaded disease and that we should merit only Simcha, Nachas, and Hatzlacha”.

Forecasters are in agreement, that there is no rain in the forecast for the coming days. Galei Tzahal (Army Radio) reports that in November, records indicate average rainfall being 60-70 centimeters but this year, total November rainfall in Tel Aviv is recorded to be 8cm.
Obviously rabbonim are aware of the significance, as is Am Yisrael, with gedolim calling on Am Yisrael to daven and improve our ways to merit bountiful rainfall, especially following a Shmitah year and a number of years of drought.
Experts warn that if this year’s accumulative rainfall is not significantly more than previous years, rationing may be implemented this spring/summer, not just for farmers and commercial use, but perhaps at home as well.

Moshe Ya’alon, who recently joined the Likud Party, denies the accuracy of a report appearing in the Sidney Morning Herald stating he calls for the elimination of Iranian President Mahmoud Ahmadinejad.
The Herald reports that Israel is preparing a strike against Iran, but Ya’alon stated the report is baseless.
The article quotes the former IDF chief of staff as saying without defeating the Iranian regime; there cannot be peace in the region.
Ya’alon stated “the regime in Iran can be defeated by economic, political and other sanctions, and the military option is only a last resort”. He stated putting his name to any other statement is simply not correct.
He added that he was chief of staff in 2003, and he was surprised by America’s decision to enter Iraq, not Iran. He said “unfortunately, the Americans did not have a desire to enter Iran.”

Labor leader Ehud Barak has joined forces with the party’s former leader, his political nemesis, Amir Peretz. The two are working together against a common enemy, Binyamin Netanyahu.
There were smiles and hugs as Barak attended a Peretz-hosted event, showing party unity as the Labor leader fights to keep his waning party from disappearing in the upcoming election, with pollsters predicting he will emerge with a single digit number of mandates.
Peretz called for party unity, stating the party can rebuild and return to its former glory. He used the forum to attack the current administration’s “failure” to address the economic realities that are rapidly engulfing the world global market. He stated the government continues to fail to provide accountability to its citizens and Labor is the only solution for an economically viable future.
Barak joined in, warning Israelis that it was Binyamin Netanyahu who is responsible for their pensions disappearing, promising Labor’s economic policies can deliver the nation back to prosperity and stability.

(AUDIO CLIP IN EXTENDED ARTICLE) The financial crisis could cost New York State and New York City 225,000 jobs and $6.5 billion in securities industry-related tax revenue over the next two years, according a report released today by New York State Comptroller Thomas P. DiNapoli. The Comptroller noted that the Governor and Mayor have been proactive in dealing with the crisis, but New York, like other states, may require federal assistance given the magnitude of the projected budget gaps.
“Wall Street is the engine that drives the economies of New York State and New York City, but the global credit crunch has slowed that engine down,” DiNapoli said. “This year is on pace to be one of the worst years ever on Wall Street. Through the first half of this year, broker dealer operations of New York Stock Exchange member firms reported a loss of nearly $21 billion.
“These numbers are translating into job losses. The securities industry in New York City has lost more than 16,000 jobs and the industry could lose a total of 38,000 jobs by next October, with another 10,000 jobs lost in banking, insurance and real estate. And those job losses translate into more job losses in other industries.
“The financial crisis highlights the need for greater transparency and oversight, but there has to be a balance. Overregulation could hurt the securities industry, which is vitally important to the State and the City.”
“This important report captures the substantial damage inflicted on New York by the collapse of global financial markets and underlines the importance of stabilizing the banking system in order to maintain our position as the world’s financial capital,” said Kathryn Wylde, president & CEO, Partnership for New York City.
Over the past year, the securities industry in New York City has lost 16,300 jobs. DiNapoli predicts the securities industry could lose a total of 38,000 by October 2009 and another 10,000 jobs could be lost in banking, insurance and real estate. The Comptroller estimates total private sector job losses could reach 175,000 in New York City but losses could be greater if the economic downturn is deeper and longer than currently forecast. In total, New York State could lose 225,000 jobs during this period.
According to DiNapoli, while top executives may not receive bonuses, lower level employees will still receive payments although the size of the bonus pool will be much smaller than in prior years. In the early 2000s, bonuses fell by 50 percent over a two-year period in the years following the bursting of the dot-com bubble and the events of September 11, 2001. According to the Comptroller, recent developments suggest that a decline of a similar or even greater magnitude could occur this time. By January of each year, the Comptroller issues an estimate of cash bonuses paid in the prior year.
“Top Wall Street executives ought to forego bonuses during this difficult time; it’s inappropriate to reward poor performance,” DiNapoli added. “But the public must keep in mind that bonuses paid to lower level employees are often used to purchase goods and services in other industries, which benefits the overall economy. New York will feel a lot pain from a shrunken bonus pool.”

The DiNapoli report also found:
*Broker/dealer operations of New York Stock Exchange member firms reported near record profits of $20.9 billion in 2006 but a record loss of $11.3 billion in 2007. These firms reported a loss of $20.7 billion in the first half of 2008 and New York City’s financial plan projects a loss of $25.5 billion for the entire year, but the Comptroller’s report warns that losses could be even greater.
*Securities industry revenues fell from $70.3 billion in the first half of 2007 to $32 billion in the second half of 2007. According to the report, total compensation averaged an unsustainable 97.4 percent of net revenues for the first half of 2008 (compared with an average ratio of 53 percent from 1990-2006).
*For the six largest securities firms headquartered in New York City, revenues fell by 63 percent in the second half of 2007 and by another 48 percent during the first three quarters of 2008. These firms reported write-offs of more than $140 billion during this period.
*As Wall Street contracts, the Comptroller estimates that jobs will be lost throughout the rest of the City economy due to the industry’s multiplier impact on jobs. DiNapoli’s multiplier effect estimates that for each financial sector job lost, two more jobs will be lost in other industries in New York City and 1.3 jobs will be lost elsewhere in the State.
*During the 2001-2003 recession, New York State lost 329,600 private sector jobs, of which Wall Street directly and indirectly contributed a loss of 173,500, or more than half of the decline. New York City lost a total of 232,100 private sector jobs during this period.
*The average securities industry salary reached a record high of nearly $400,000 in 2007 paying approximately 6.8 times the salary of all nonfinancial jobs in the City. Salaries averaged $150,640 in credit intermediation and insurance and $62,060 in real estate and related industries.
*Tax collections (personal income and business taxes) from Wall Street-related activities could drop by $4.5 billion for New York State and $2 billion for New York City by 2010. Wall Street activity generates a disproportionate share of State and City tax revenue because of high levels of compensation, profitability and capital gains.
*Wall Street-related activities account for 12 percent of New York City tax revenues and up to 20 percent of New York State revenues. Prior to the current crisis, the securities industry accounted for five percent of the City’s employment but nearly 25 percent of the wages.
*Hedge funds and private equity firms, which have also been hit hard by the crisis, play an important role in the securities industry and have a strong presence in New York City. According to a survey of large hedge funds and private equity firms conducted for the Comptroller by The Partnership for New York City, respondents leased nearly 1.5 million square feet of office space in New York City and paid more than $100 million in unincorporated business taxes to the City.

I am a Senior in a local mainstream high school, and i want to express a tremendous hacoras hatov to Yeshiva World News.
This seems pathetic, but true: the discussions in the “out of the mailbag” brought problems into public, erasing the confusion associated with so many problems in today’s world.
I am talking specifically about Seminaries [see letters HERE & HERE].
I will be staying home next year I”H, in addition to a large portion of my friends.
For me, that decision was made by my parents, long before i needed to worry about it. However, i had other friends who were still indecisive; they felt that they HAD to go due to the “pressure that society exerts on them”.
By bringing the topic of Seminary out of the closet and into public, people were able to voice their outrage over the absurdity of the seminary system, and their thoughts on how relevant it really is. That helped ease their consciences immensely; they were able to make the decision that was right for them, putting their fears aside.
I know it seems silly that they needed the reassurance of strangers to, but i think its in human nature to worry about what others think about you.

The Knesset Audit Committee has decided to launch a state committee to investigate the government’s failures regarding its obligations to the families evicted from their Gaza homes in the 2005 Disengagement Plan during the Ariel Sharon administration.
Supreme Court President Justice Dorit Beinish in the coming days will appoint the committee members.
Voting in favor of the investigation was committee chair MK Mickey Eitan, as well as MKs Prof. Aryeh Eldad, Amira Dotan, and Yaakov Margi. MKs Yonatan Plesner of Kadima and Avshalom Vilan of Meretz were opposed. Also opposed was Attorney General Menachem Mazuz.
Assistant Attorney General Yehoshua Shufman told committee members on Monday that the State Comptroller’s report of three years ago should not serve as a catalyst for such a move, the formation of a state investigation committee.
Eldad stated the state is obviously opposed for the simple reason such a committee is likely to point out the shortcomings, failures and the disparaging fashion in which the government addressed the needs of the former residents of Gaza.

The Natal organization representing victims of trauma resulting from terror attacks reports that 55.8% of residents of Sderot have been either physically or emotionally injured as a result of rocket attacks from Hamas-controlled Gaza. 28.4% are suffering post-traumatic stress syndrome which impacts their ability to function on a day-to-day level.
As a result of the difficult security realities in Sderot, three times the number of residents requires psychological assistance as compared to nearby Ofakim. Natal’s head of community services, Dr. Roni Bergel says “the study shows that the problem in Sderot is not just one of security, but also a social issue”.
