Pashut pshat in the rambam can apply in any generation. And if rav shteinman actually said that, I respectfully disagree. The reasoning behind the rambam’s ruling applies at all times and comparitively speaking there are talmidei chachamim and amei haaretz today as well. One need not be on the level of rsz to qualify.
