Israel is a jewish state influenced by Halacha, but not a halcha state. Without a Sanhedrin its impossible to create a Halachic state (Things like enforcement of Halcha or the Abandoment of Ellu V Ellu (There needs to be one law for everyone not halachic disagreement on a state level) are impossible at present)
