UJM: The Mishne Berurah you cite does NOT say what you claim it does. Let me rephrase that. If you believe that you MUST wear a hat and a jacket for davening, then I can see where it can be shoe horned into the words of the Mishne Berurah. However, an honest reading/teitch of the Mishna Berurah does not lead me to the conclusion you keep claiming is paskened lihalacha by the Mishne Berurah.
