ROB: Your compimise of halacha v’ain morim kein is certainly a possibility, but it would mean that Reb Moshe would not have approved of an entire community relying on this as a blanket heter. However, it is equally possible that if Reb Moshe ever considered turning off the gas a gram was a tentative theory that he NEVER accepted as Halacha AT ALL.
