These bochurim were very sheltered and were not properly warned, or like all of us they succumbed to temptation not knowing the circumstances.
As far as they were concerned, they were doing something along the lines of bringing one extra bottle of mashke or carton of cigarettes through the green line (or buying mashke underage in duty free) which everyone does and which is not even enforced.
