In answer to a shaila about buying chalav stam, they said it could be purchased L’chatchila. I would assume that if someone asked them if they could drink chalav yisroel milk, Rav Dovid or Rav Reuven Feinstein would paskin that CY could be drunk L’chatchila; but I don’t know the exact words they would use.
