My best understanding is that public hazards should be removed on Shabbos as long as a real biblical violation of one of the 39 categories does not occur.
Problem with shoveling snow is that it is a hazardous activity for many. The Weather Service in Chicago warned that in a previous snowstorm tens of people died from heart attacks shoveling snow.
