Rav Moshe clearly mentioned to the rabbanim of Flatbush that his chiddush is contrary to the Achronim and that he really did not want to mix into the matter. Now you want us to believe that all of a sudden Rav Moshe would sign a kol korei that states that there is no halalchic basis to establish an eruv? Please, we all know that Rav Moshe would not sign on a akol korei containing such language.
