I recall learning this obscure passage in Gemoro Shabbes where Hillel Hazoken answers the mechutzaf about learning the whole Torah while standing on one foot. “What is hateful to you, don’t do to your neighbor”, explaining Veohavto Loreacho Komocho. As Hillel said, all the rest is commentary.
So to me, and to (I hope) most thinking frum Jews, if there is any mitzvah that outranks the others, it is to be an Oheiv Yisroel before you are a Yoishev Beis Medresh.
