Why does Hashem give people incomplete talents?

what do you mean?
do you mean like making someone musical but with a very non-pleasant voice?
Maybe it’s a chessed that the person has even PART of a talent.
He’s asking us to work together. There are people with good voices who cannot compose, who take their songs from composers with awful voices.
One should not address the Ribono Shel Olam in such a manner (teasing). Someone once made that misstep and said ?? ?’ ????? ??. Did not bode him well.
But to address the question (it’s incomplete, due to the OP’s incomplete talent), it’s to urge, goad, prod, drive a person to become something, to make something of himself/herself. ???? ???, together, he fashioned the guf, neshamah, He says we also take part in creation and make ourselves “Man”. That’s how we’re supposed to view the present of talents HaShem in His kindness bestowed upon some people, to utilize them to become something.
