They are tring to stop people from learning!
In all seriousness, 45 hours a week is not much for a “full time” learner, even married. Seder in BMG is much longer than that (50 hours a week plus Friday).
Also, we now have an easy compromise. 50% of the bochrim learn lawyer’s hours (70-80 hours a week, including Shabbos), and cover the other 50% who go to the army! Then they switch off the next year. That way no Torah learning time is lost.
