Well, so there are two elements of “frum jew”. Frum, and jew.
I sincerely doubt they are jewish, since they do not display the middos of zerah avraham avinu. They are neither rachmanim nor bayshanim. Instead, they spend most of their time doing achzarius and azus. I have no information regarding chessed, but avraham avinu’s descendants have all 3. Perhaps they are the erev rav? The gra says you can find the erev rav in each generation because they have azus.
As for frum, you say they keep taryag mitzvos. I don’t know if they keep shabbos or not, or if they keep kashrus or not.
