Israel’s National Security Council (NSC) on Sunday raised the travel warning for Canada from Level 1 (“General Precaution”) to Level 2 (“Increased Threat”), citing a disturbing rise in terrorist threats and anti-Israel sentiment directed at Jews and Israelis living or visiting the country.

According to the NSC, the updated advisory comes in response to “a growing threat posed by terrorist actors targeting Jews and Israelis in Canada.” Over the past 18 months, there have been a series of concerning incidents, including attacks on Jewish institutions and targeted acts of violence against visibly Jewish individuals. The NSC said that “radicalized elements” within Canada have been emboldened by recent global events and appear to be intensifying their rhetoric and actions.

Just this year, Jewish schools, shuls, and community centers in Canada have been subject to multiple attacks and threats. In several online forums, calls for violent action against Jewish and Israeli targets have been documented, including direct incitement and promises of future violence. Authorities believe these are not isolated incidents but rather part of a larger, coordinated wave of anti-Jewish hostility sweeping across parts of the country.

In particular, Israeli officials are warning of large anti-Israel demonstrations expected to take place today in Toronto and Waterloo, organized by fringe groups openly calling for confrontation with supporters of Israel. The NSC is urging all Israelis and Jews in Canada to avoid these gatherings and refrain from counter-protesting.

The advisory also highlights a deeply troubling trend: “radicalized discourse in Canadian society is increasingly mainstreaming anti-Israel extremism,” the NSC said, “and this poses a tangible threat to personal safety.”

To minimize risk, the Council is calling on Israelis in Canada—whether living, visiting, or studying—to maintain a low profile, avoid political demonstrations, and steer clear of areas where protests are expected. They are also urged to remain in contact with local Jewish institutions and follow guidance from community security officials.
