A 19-year-old Israeli Arab from Taibeh, was jailed for three weeks by his brother after the latter learned he wants to become a giyur and enlist into the IDF.
His brother, 21, is preventing him from actualizing his plan, according to the younger brother. The family became aware of what was taking place between the brothers, and they called police. Police found the location of where the younger was being jailed by his older brother and released him.

“jailed” refers to be held by the police. If anyone else locks you up, it is kidnapping. Was he jailed by the Israeli police for wanting to convert and/or join the army, or was he kidnapped by his family? I find it highly unlkely the Israeli police would arrest someone for wanting to join the IDF, which is what the article implies.
