100113_doocy_obamacare_640Health and Human Services Secretary Kathleen Sebelius testifies before the House Energy and Commerce Committee about problems with HealthCare.gov leading up to the Oct. 1 rollout.

The Patient Protection and Affordable Health Care Act, passed in March 2010, has been a controversial issue at the center of US President Obama’s term in office. It mandates that individuals who are not covered by employer or government-sponsored insurance must maintain minimal insurance coverage. On March 26, 2012, the US Supreme Court began 3 days of oral arguments to determine the constitutionality of Obama’s health care reform. On June 28, the Supreme Court�upheld the law.

President Barack Obama�s top health care official told Congress on Wednesday that she�s responsible for the �debacle� of cascading technical problems that overwhelmed a government website intended to make shopping for health insurance clear and simple.
