US Prepares to Unveil Gaza’s Phase 2, Finalizing List of Palestinian Technocrats for Post-War Governance

The Trump administration is preparing to unveil the second phase of its Gaza peace plan — a move senior American officials say could come before the end of the year, ahead of Prime Minister Benjamin Netanyahu’s expected visit to Washington. The details, shared with Israel’s Channel 12, reveal an increasingly high-stakes effort to push Hamas toward a historic decision: relinquish power and begin disarming, or face “the consequences.”

According to the officials, US negotiators and regional mediators are in active talks with Hamas over a proposed agreement that would force the terror group to give up its governing authority in Gaza and begin a two-stage disarmament process. Heavy weapons — including rockets and long-range missiles — would be surrendered first. Lighter arms would follow in a longer, monitored phase.

Hamas’s acceptance of this framework is described as a non-negotiable precondition for moving into Phase Two, which includes an IDF withdrawal beyond the Yellow Line — a central demand of Arab states and international backers of the plan.

“In the coming weeks, we will reach the moment of truth,” a senior US official told Channel 12. “Hamas will have to decide whether to give up its rule and begin disarming in exchange for an IDF withdrawal, or refuse and face the consequences.”

The second phase outlines an ambitious post-war governance model centered on a Board of Peace, chaired by Trump and composed of roughly ten leaders from Arab and Western nations. Beneath it, an International Stabilization Force would secure the Strip, reflecting a scaled-down version of earlier multinational proposals.

Operational control would fall to an international management committee led by former British prime minister Tony Blair, alongside Trump advisers Jared Kushner and Steve Witkoff, and other global figures. Their task: rebuild Gaza’s civil institutions, stabilize daily life, and coordinate security with international forces.

At the local level, the plan envisions a team of 12 to 15 Palestinian technocrats — business and management professionals with no affiliation to Hamas or Fatah — to run civilian ministries. Some are already in Gaza; others would be flown in from abroad. US officials say they are in the final stage of vetting the list with Israel, the Palestinian Authority, and key Arab partners.

Neither Israel nor Hamas has formally signed onto Phase Two, and significant political resistance remains on both sides. But Washington is signaling that the window for Hamas to negotiate is closing, and that the next few weeks could determine Gaza’s future for years to come.
