If not for the direct sunlight, the steering wheel would probably not get hotter than the rest of the vehicle’s interior. Block the direct sunlight with one of those panels that you place behind the windshield. If you know the sun will be coming from the side, such as the driver’s side window, put a panel there too.

Wisey, Google has been working on that for a while. The Wikipedia article on the project says that Nevada, Florida and California have already passed laws permitting driverless cars.
I agree that drivers from America should familiarize themselves with the local rules of the road in the country they are driving in. In the examples you mentioned, these drivers should not drive in America either, before learning the rules of the road in the state they are driving in. In America, too, pedestrians in the crosswalk and cars already in the traffic circle have the right of way.
