With the new regulation in place, it is no longer permitted for animal-drawn carts to travel on Israeli roads with a number of exceptions. This refers to carts drawn by a horse, donkey or other animal, as is still used by a number of venders. Transportation Minister Yisrael Katz explains the new regulation is set into place for the safety of all motorists.

One may still ride an animal-drawn cart inside a moshav or kibbutz. A local authority will also have the right to grant a special permit after consulting with police officials, pertaining to carts used for tourists and visitors.

The minister signed the regulation following pressure exerted by animal rights organizations.
