As the conversion of Yaffo street in Jerusalem to a pedestrian promenade comes to completion, the area is filled with policemen directing and enforcing the new traffic regulations as well as municipal contractors involved with the light rail project, which is due to pass through the promenade. The diverted traffic is causing chaos as other roads must deal with the heavy public transport that used to come down Yaffo street as well as all the bus lines that have been affected by the change.
