Caracas, Venezuela – Prosecutors Charge 11 in Synagogue Attack

courthammer3.jpgVenezuelan prosecutors have filed charges against eight police officers and three others in the January attack on Caracas’ largest synagogue.

Prosecutors say they have asked a court to approve charges including robbery and acts of contempt against a religion.

The Tiferet Israel synagogue was ransacked and vandalized Jan. 30. The assailants shattered religious objects, spray-painted anti-Semitic slogans and stole a computer database with the names and addresses of Jews in Venezuela.

The attack took place as President Hugo Chavez severed diplomatic ties with Israel in protest of its military offensive on the Gaza Strip.

Chavez condemns the synagogue attack and denies provoking anti-Semitism.

More Arrests Made in Um el-Fahm

Police during the night arrested eight additional suspects believed to have taken part in the violence earlier this week seeking to prevent the flag parade.

About 30 people are being arraigned today, Thursday, in the Chadera Magistrate’s Court.

About 3,000 policemen were on hand to maintain order during the event, which consisted of 100 flag waving marchers. The leaders of Um el-Fahm, an Israeli Arab municipality vowed to prevent the marchers from entering, declaring a general strike on the day to encourage residents to come and assist in preventing the march.

Police and marchers were attacked with rocks, leaving the nation’s deputy chief of police injured as a result of being struck in his head with a rock.

Intelligence Chief Reports on the Hamas Threat

Addressing the Knesset Foreign Affairs & Defense Committee on Wednesday, IDF Chief of Intelligence Major-General Amos Yadlin stated that Operation Cast Lead was intended to bring security back to southern area residents and restore Israel’s deterrence abilities.

Yadlin stated that Hamas was counting on assistance in the north, confident Hizbullah would begin attack from southern Lebanon but this did not occur. He explained this reality sharply impacted Hamas strategy, resulting in the events unfolding as they did.

Astronaut’s Son Handles Flight Malfunction Like a Champ

Assaf Ramon, the son of Israel’s first astronaut Colonel Ilan Ramon has emerged unscathed from a difficult situation, a major system malfunction in his training plane.

Assaf if the eldest son of the late astronaut Ilan Ramon, who perished along with the crew of the Colombia space shuttle six years ago. Assaf’s training plane malfunctioned during a routine training flight a month ago, the details only being cleared for publication now.

Ramon was in a sky hawk, the training plane used on the Chatzeirim base. Seated behind him was a veteran air force flight instructor. Suddenly, the plane’s engine stalled, an occurrence described a “major”, permitting the crew to use their ejection seats to bring themselves to safety and abandon the airplane.

The veteran instructor remained calm, as did his student, and Assaf was instructed to carry out a number of emergency tasks which were successful, preventing their need to eject and thereby saving the aircraft. The two then landed the plane without incident on the base.

Assaf was inducted in the air force 2.5 years ago, expressing a desire to carry on his father’s work. He is considered one of the exemplary cadets, slated to graduate this summer.

Drunk Ukrainian Cops Beat Visitors to Uman

Two visitors from the UK were beaten by drunken Ukrainian policemen as they made their way to Rav Nachman’s Kever in Uman for Rosh Chodesh Nissan.

According to a Mishpacha report, the attack occurred on the road between Kiev and Uman. The two were stopped for a routine inspection and when the police realized they are Jews, they began to beat them without cause, using their weapons to inflict blows.

One of the avreichim was hit in the head with the gun, requiring treatment in hospital. He was released from the hospital on Shabbos. Breslov spokesman Rav Chaim Reicher reports the avreich’s condition is improving and he is currently in Uman.

The victims plan to file a complaint with Ukrainian authorities.

Thousands Have Their Tefillin Checked; Significant Percentage Found Posul

Tefillin.jpgFollowing the publication of remarks in a letter by Maran HaRav Eliashiv shlita, reading, “All yirei Shomayim who are uncertain whether their tefillin [are constructed] in accordance with halacha, should have them checked to ensure [the four head compartments] are separate and distinct,” thousands have had their tefillin checked, including talmidei chachomim who lay high- quality tefillin crafted by top tefillin makers.

According to figures obtained by Yated Ne’eman in Israel, a substantial portion were found to be posul, causing shock and consternation among yirei’im. The issue came to the fore following the publication of an investigative report by Binyamin Rabinovitz in Yated Ne’eman’s Hebrew magazine section, stating thousands of Jews every day fail to lay kosher tefillin.

HaRav Dovid Morgenstern wrote a detailed response on the matter, and HaRav Eliashiv appended to the letter: “Since according to the above a minority of tefillin housings are not properly separated in an externally visible manner, any yirei Shomayim who is uncertain should have his tefillin checked to ensure they are distinct and separate.”

OU Opposes Cuts In Aid To New Jersey Non-Public Schools

ou.pngToday, the Orthodox Union (Union of Orthodox Jewish Congregations of America), the nation’s largest Orthodox Jewish umbrella organization, through its Institute for Public Affairs, testified in front of the New Jersey Assembly Budget Committee in opposition to their proposal to cut $11 million in technology and busing aid to New Jersey non-public schools. This cut would include $7 million in technology grants that even if already promised, will be rescinded; a reduction of the 30 mile extension of bus zones to schools thereby returning the busing back to the previous 20 mile zone for elementary schools and 25 mile zone for high schools; and by freezing the bussing reimbursement to nonpublic school parents at $884.00 per student.

This is despite consistently demonstrating an equal need for this spending in our schools. At this time of economic disadvantage, the state threatens to make parents and children accept less and pay more.

Serving 250,000 Jews (including 75,000 in Synagogue congregations) and located in the Flatbush area of Brooklyn, the Vaad is one of the most influential Orthodox rabbinical boards in New York City, and is considered the largest local Orthodox rabbinic body in the world today.  The Vaad’s rabbis serve as the spiritual leaders and teachers in synagogues, yeshivas, and Jewish institutions throughout the Greater Flatbush area.

Israel and Egypt Mark 30 Years of Peace

While the current reality leaves much to be desired, Egypt and Israel are at peace, or according to some, a cold war state. On that note, the Foreign Ministry on Wednesday held a ceremony marking 30 years since the peace agreement was signed between the two countries, between Prime Minister Menachem Begin and President Anwar Sadat.

Wisely finding the correct words to describe the strained relations between Cairo and Jerusalem, Foreign Minister Tzipi Livni stated that the cooperation between the two countries is greater than the differences.

For a period of time, there was question as to Egypt’s intentions pertaining to the ceremony, with reports hinting the country’s ambassador to Israel would not be attending following Operation Cast Lead. Shortly before the planned event Cairo issued a statement that this was not the case and the ambassador was not boycotting the event.

The Arizona Wheat Controversy

Rabbi Aaron Teitelbaum, Satmar Rebbe, has been using Arizona wheat exclusively for all Pesach needs. In recent months, a new sefer was introduced describing the deficiencies of Arizona wheat for Pesach use. Written by Rabbi Avrohom Laufer, Doroger Rav, sefer Ho’aishel Beramah, in three volumes, describes the traditions of which wheat to use, by our parents and grandparents. Arizona wheat, because of the lack of rain in wheat-growing areas may be thought of as ideal for matzah baking, since the likelihood of it becoming leaven seems unlikely. However, Rabbi Laufer focuses on irrigation systems that feed water to the wheat, and finds it unacceptable.

The sefer has the haskamos (approbations) of leading Torah scholars such as: Rabbi Yisroel Chaim Menashe Friedman, Satmar Rosh Beth Din; Rabbi Sholom Pollack, Skverer Dayan; Rabbi Moshe Chaim Tirnauer, Montreal Satmar Dayan; Rabbi Yoel Morgenstein, Sharmasher Rav; Rabbi Noach Isaac Elbaum, Rav Beis Medrash Nachalas Dovid Queens; Rabbi Moshe Yitzchak Farkas, Flatbush Dayan; Rabbi Simcha Yisroel Blum, Kasho Rav; Rabbi Shlomo Gross, Boro Park Belzer Dayan; Rabbi Yaakov Zeida, Williamsburg Vishnitzer Dayan; Rabbi Wolf Ber Lerner, Montreal Belzer Dayan; Rabbi Yitzchok Mandel, Rosh Beth Din Chaker Halacha; Rabbi Yeshaya Binyamin Holczer, Shevet Levy Member Dayan; Rabbi Dovid Rosenberg, author of Minchas Dovid; Rabbi Chaim Yeshaya Shwimmer, Rosh Kollel Rema; and Rabbi Elimelech Yechezkel Shraga Gold, Rav Beis Medrash Shaar Chesed Monsey.

Approbation Renounced

In a full-page proclamation published in Der Yid, a Yiddish Chassidishe weekly, Rabbi Sholom Pollack, Skverer Dayan, indicates that he is pained that his letter of approbation against Arizona wheat was published. He claims he wrote the letter without having heard the arguments of the proponents of Arizona wheat. He further claims that the letter was not issued to be published.

After having studied the benefits of Arizona wheat, he is now convinced that it is indeed superior and that his original letter against Arizona wheat published without full authorization is now rendered null and void, as the dust of the earth.

Just Hours After ‘Disastrous’ Budget Vote, MTA Warns Of More Hikes To Come

mta2.jpgUnless Albany comes through with a rescue plan, bus and subway fares are set to rise May 31.

As if that wasn’t bad enough, now we’re hearing fares could jump again just a few months later.

The man in charge of the Metropolitan Transportation Authority says another fare hike could be headed our way in a matter of months and the only way to change that is to pick up a phone:

“I would encourage everyone to reach out to legislators,” said Elliot Sander, Executive Director and Chief Executive Officer of the MTA.

Already, more than 1,000 calls have been logged to New York Governor David Paterson, Assembly Speaker Sheldon Silver and Senate Majority Leader Malcolm Smith, but so far no promises that the Ravitch rescue plan of tolls on East River Bridges and a payroll tax will ever see the light of day:

Facing a $1.2 billion budget gap and protest signs begging members to just say ‘no,’ the MTA’s board said yes to double-digit fare increases, major service cuts and significant layoffs in a nearly unanimous 12 to 1 vote on Wednesday.

“This is an extremely difficult day for all of us — our 8.5 daily million customers, 70,000 men and women who work for the agencies of the MTA, and anyone who cares deeply about vitality and the future of the city and the region,” said Sander.

“The fare increases and service cuts that the board must approve today are the only major tools Albany has given the board to operate the transit system and keep those operations in the black. There are no other moves in the board’s playbook,” added Sander.

Subway and bus fares will rise to $2.50, monthly passes to $103, express bus passes jump to $6.25 a ride, and tolls on major bridges increase to $6.50 In addition to that, Long Island Rail Road and Metro North fares will see hikes of up to 30 percent.

Board members have called the Doomsday scenario a disaster, but say because of Albany’s inability to come to the rescue, drastic measures were necessary.

“It’s a true crisis that cannot be solved by us without causing great pain to the riding public,” MTA Chairman of the Board H. Dale Hemmerdinger said at the beginning of the meeting.

What’s more, it’s almost impossible to believe: at the same time the MTA was approving the Doomsday budget, officials said the hikes and cuts wouldn’t be enough and that yet another round could go into effect in the next year.

“It could well be soon, potentially in April,” said Sander.

April?

The Doomsday fare hikes don’t even take effect until June 1 and the MTA is already saying they need more money.

“Of course we’re worried, that’s why we’re talking about it,” said Hemmerdinger.

The second hit could come as early as next January.

“I think we’re looking at another possible fare hike as soon as the end of this year and if they do it they’ll propose it sometime over the summer,” said Gene Russianoff of the Straphangers’ campaign. “I think they’re broke, they’re flat broke.”

Givati Soldiers Suspended Due to Unauthorized Fire in Cast Lead

A soldier in the Givati Brigade was suspended from duty and placed on probation after it was learned he fired without authorization at civilians in Gaza during Operation Cast Lead. The soldier was supposed to fire above civilians in an act of deterrence, but instead, fired at their legs, resulting in injuries.

The incident occurred in January, in Hamas-controlled Gaza, near the ruins of Yishuv Netzarim. The soldier fired at a group of civilians.

The investigation revealed the commander told soldiers to fire in the air to distance the approaching civilians but one soldier, acting on his own, fired at their legs. Not long after the incident, the soldier was summoned to Givati Brigade Commander Colonel Ilan Malka. He was suspended and sentenced to a suspended 50-day prison term.

In an interview appearing in this week’s IDF Bamachane magazine, Colonel Malka was asked to relate to allegations made by soldiers from the Yitzchak Rabin pre-IDF course affiliated with Oranim Academic College alleging immoral behavior. Malka, who has members of the academy in his brigade defended Givati’s actions during the Gaza operation, stating he is aware of the performance of his soldiers and stands behind them.

“As far as I know, no one from Givati fired at women and children unjustifiably”. He added there are a limited number of cases in which soldiers were held accountable for damaging property as they took over homes.

Eretz Yisroel Moving to Daylight Savings Time

clock1.gifBy Erev Shabbos, the time difference between Eretz Yisrael and North America will once again be seven hours as we ‘catch up’.

On Thursday night (26 March) to Friday morning (27 March) at 2:00am, clocks will be moved forward one hour to daylight savings time. The law requires moving to DST on the last Friday before April 2nd.

Moving back to standard time however is done in accordance to the Jewish calendar, on the motzei Shabbos between Rosh Hashanah and Yom Kippur, at which time clocks are moved from 2:00am to 1:00am.

Experts report the DST, which results in a longer day, saves the economy some NIS 13.5 million in energy costs.

In a related matter, on this motzei Shabbos (28 March to 29 March), clocks in Europe will also move to DST, moving ahead at 2:00am to 3:00am.

Israel: State Comptroller Targets Local Government

Perhaps the best official national watchdog is the State Comptroller’s Office, which continues to release comprehensive well-researched reports monitoring various areas of Israeli life. Unfortunately, these reports do little else but to provide content for the written and electronic media for a number of days, and they are then ceremoniously placed in a slot on a shelf in a government office, never to be addressed again.

The latest report, released on Wednesday (25 March) investigates local government, sounding the alarm in many areas, including safety concerns in the nation’s playgrounds.

The report released by State Comptroller Micha Lindenstrauss sites safety deficiencies in 20,000 playgrounds around the country. According to the law, the local governments are responsible for the construction and maintenance of playgrounds. Actually, the Ministry of Industry & Trade is responsible to conduct a statistical analysis pertaining to the condition of playgrounds annually, which includes assuring the play areas conform to the Standards Institute, working in concert with institute officials.

If serious flaws are detected, the institute may issue a directive to the local government to make immediate repairs, or even remove the playground or order it closed pending corrective measures.

The law calls for allocating 10sq. meter per person of open area, but in Bnei Brak and Um el-Fahm for example, the actual figure is closer to 3sq. meter per person.

According to a HaMevaser report, the access paths to many playgrounds are not what they should be, some posing safety hazards. Five local municipalities were scrutinized in 2007-2008. Eleven playgrounds were found under high voltage lines, compelling government to order them shutdown.

Many lack water fountains, shade and other basics demanded under the law. In 2006-2007, the Interior Ministry and Housing Ministry allocated NIS 9 million for the purchase of playground equipment. In some cases, local government failed to act properly and some of the playgrounds were ordered shut down by the Standards Institute. They were deemed “too dangerous for use”, resulting in more waste of public funds.

The state comptroller laments that fact that when the investigation was closed in May 2008, the Standards Institute had not yet established guidelines for playgrounds, further complicating compliance and enforcement.

At least 150 local municipalities and cities have not even bothered calling on standards inspectors to visit their city and inspect public playgrounds as they are expected to do. The report cites that inspections of 50 playgrounds were conducted in February – April 2008, and 95% were deemed totally unsafe of having many safety hazards compelling immediate corrective action. There were 1,200 playground related emergency rooms visits recorded nationwide in 2006. An important note cited in the report is that children under kindergarten age are not covered by school insurance policies if they are injured in playgrounds.

In 2006, there were 269 hospital admissions up to age 17 resulting from playground accidents, including 120 from falls.

The State Comptroller’s Office concludes that the various ministries working with the Mifal HaPayis Lottery Commission, which pays for many of the playgrounds, should work in concert to obtain guarantees from local government to maintain playgrounds. This must be done prior to building them. The state comptroller also calls on the appropriate government agencies and the attorney general to ensure that if administrative orders of closure of demanding repair are handed to local government, that corrective action is taken or the attorney general must step in.

Report: IAF Targeted a Hamas Weapons Supply Train in Sudan

iaf.jpgAccording to a CBS report, the IAF in January attacked a truck convoy in Sudan that was transporting weapons intended for Hamas in Gaza.

Israel and the US signed an agreement towards international cooperation to prevent weapons smuggling into Gaza. According to the CBS World Watch report filed by David Martin, intelligence data led to the discovery of the truck convoy which was to travel through Egypt and then to bring the weapons into Gaza via the tunnel system.

According to Sudanese Minister Mabruk Mubrak Salim, the powerful explosions caused by the ammunition being transported totally destroyed some of the trucks. Sudanese news sites add 39 people traveling in the 17 trucks were killed.

According to SudanTribune.com, the airstrike was an “embarrassment” to Sudan’s government, and it discussed the matter with Egypt’s government – allied with the US on most issues – “to gather more information to formulate a response.” 

The Web site added: “American and Israeli diplomats said the [January] agreement includes intelligence coordination to prevent arms from Iran from entering Gaza, maritime efforts to identify ships carrying weaponry, and the sharing of US and European technologies to discover and prevent the use of weapons-smuggling tunnels.”

The above report according to Martin is the “American version” while a Sudanese minister accused America of killing dozens of people in January.

The Office of the IDF Spokesman declined comment, stating it is not the norm for the military to respond to such reports.

Bayit HaYehudi & Likud Sign a Coalition Deal

The three-mandate Bayit HaYehudi Party signed a coalition agreement with Likud. The party will receive the science portfolio, which will go to the party’s leader, Rabbi Dr. Daniel Hershkowitz. The party will also hold the chair of the Knesset Education Committee for a third of the government’s term as well as the chair of the Knesset Child Rights Committee.

The coalition agreement also accommodates the party’s request to permit an MK to resign from Knesset and permit another person on the party roster to enter in his place. This is to permit Hershkowitz to resign, remaining a cabinet minister but not an MK, and clearing the way for the fourth man on the party list, veteran MK Nissan Slomianski.

Thursday Morning News Briefs from Eretz Yisrael

IDF soldiers involved in counter-terror operations throughout Yehuda and Shomron on Wednesday night arrested 16 suspects.

**IDF soldiers operating near PA-controlled Jenin during the night discovered three bombs in the village of Aqaba. The bombs were neutralized without incident.

**Senior Hamas official in Gaza Iman Taha announced during the night that talks towards a prisoner release deal with Israel have not been renewed.

**Today, Rosh Chodesh Nissan, is Maran Rav Elyashiv’s Shlita birthday. His exact age is not revealed.

**The Tel Aviv-Beersheva line of Israel Railways resumes operation today, Thursday, following three days of halted service to permit maintenance.

**The Jerusalem half marathon was held today, Rosh Chodesh Nissan, beginning in Givat Ram.

**Pri Galil factory workers are renewing protests as a planned bailout plan is not yet being signed as expected. According to reports, the deal appears to have fallen through. 

**A Kassam rocket landed in the S’dot Negev Regional Council on Thursday morning. No injuries.

Rav Elya Svei was the Rosh Yeshiva of the Talmudical Yeshiva of Philadelphia, and was internationally known for his incisive, brilliant and clear shiurim, and his ability to offer sage advice to thousands of Jews worldwide. He was a primary student of Hagon Rav Aharon Kotler.

Until his recent illness, he was regarded as one of the foremost leaders of Charedi Jewry, and was a member of the Moetzes Gedolei HaTorah.

Rabbi Svei is a son-in-law of Rabbi Avraham Kalmanovitz, the founder of the Brooklyn branch of the Mir Yeshiva, and a brother-in-law of Maran Hagon Rav Shmuel Berenbaum ZATZAL.

The Levaya is scheduled for today, 12:15PM EST at the Philadelphia Yeshiva. The Aron will then be brought to JFK Airport for a 5:00PM Levaya, and will then be flown to Eretz Yisroel for Kevurah.

arrest5.jpgThe principal of a Kiryat Gat religious public school was visibly shaken up by the assault against her on Monday by the father of an 11th grade student, a girl who was asked to return home and change her skirt.

The principal explained that all she did is point out to the high school junior that her skirt did not conform to modesty regulations. She was not expelled, but rather instructed to go home and change and return to class immediately.

The student however opted to phone her dad, who arrived at school and angrily approached the principal, pushing her against a wall and then violently grabbing her and shaking her from side-to-side, smashing her head into a wall and shouting threats, including “I’ll kill you”.

The principal managed to flee to the teachers’ room and the enraged father, who sports a kippa, followed while shouting threats. The assault continued until police arrived, who promptly placed dad under arrest.

The girl’s family has been phoning the principal to apologize for the incident but she remains adamant to press charges, stating the assault was brutal. “I was scared for my life” she added, stating the father must be punished under the full weight of the law.
