The state turned down TransGas’ plans to build a power plant in Brooklyn on Thursday. Officials said the company’s three different proposals for an 1,100-megawatt plant in North Brooklyn did not meet health and environmental requirements.

TransGas had been trying to build on the site since 2002 when it submitted its first proposal.
