The video shows shachris on Yom Yerushalayim, Wednesday, 28 Iyar, outside the Shar Barzel entrance to Har Habayis. Being that they are prohibited from davening on Har Habayis, they decided to daven as close to the holy site they were permitted.

Gedolei Yisrael over the generations and the Chief Rabbinate of Israel prohibit visiting Har Habayis.
