A Flash Flood Watch in upstate New York has been expanded to include Sullivan County, running till 3 a.m. tomorrow. Three to four inches of rain could fall in a single storm, creating flash flooding conditions. Though forecasters can’t predict exactly where this localized heavy rainfall will occur, it’s a distinct possibility for the area as the day and evening wear on.
