While little is heard about Israel’s navy, this branch of the IDF is a formidable one that addresses many security issues, albeit usually outside of the media arena.
According to a HaMevaser report, a senior naval officer explains one of the possible scenarios that the IDF is addressing is a Hizbullah naval blockade using missiles, marine terrorism that could halt Israeli imports. The officer is quoted anonymously, explaining that he does not believe most Israelis are aware of what such a situation would entail since 99% of imports reach Israeli via sea.
Senior naval commanders have been addressing such an eventuality and how they will deal with it. They are aware that Hizbullah can simply fire missiles from Lebanon that have a 30 mile range at ships heading to one of Israel’s seaports. This would be enough to scare cargo ships away and Israel would be left with a cessation of imports. Such a reality would also carry immediate and harsh economic realities.

Actually that would start a full scale war against Lebanon, rather than being a “terrorist” incident. Given Lebanon’s commercial importance to the other Arab countries, they won’t be please if Lebanon gets itself into a war that allows Israel to close down Lebanese ports.
