When Jerusalem police announces it is closing “Har Habayis to visitors” it translates to any non-Muslim visitor. Muslims continue to visit and pray on Har Habayis with full police support.
Police officials on Thursday morning 7 Sivan 5773 announced that due to recent violence on the Temple Mount and the sensitive nature of the Holy Site, the decision has been made to shut the Mount to all non-Muslim visitors.
Har Habayis activists accuse the police of siding and assisting the Muslims and the Waqf Authority at the expense of Jews, freedom of religion and a Jewish Har Habayis.
It appears the police ban was a reaction to announced plans to bring children to Har Habayis in an educational effort towards teaching children the significance of the Holy Site and bringing Bikurim on Shavuos.

It would be more correct if the title read “Al Quds Police shut Har Habayis To Visitors”.
#1 you are correct.
#1 and #3 Why would you not assume that they are going to the Mikva and going only to the places that a Tamei Meis is allowed to go?!
