Ministry of Justice officials are directing their attention to the challenge which places a doubt on the integrity of the semicha of Rabbi Aryeh Stern Shlita, the dati leumi candidate to become Jerusalems next Ashkenazi Chief Rabbi. The probe is based on a report that appeared in Ynet stating Rabbi Stern does not have a formal written semicha document, which is an eligibility requirement for entering the race. It is reported that at the time, the rav passed his semicha requirements but it was all oral and there was nothing in writing.
State Attorney General Yehuda Weinstein has instructed the Chief Rabbinate of Israel Council to convene and render its decision as to the eligibility of Rabbi Stern. The council was asked to submit its findings no later than 18 Tishrei. The election is scheduled to take place on 27 Tishrei.

I’d take an oral exam, provided there were enough witnesses, over written anytime. It’s pretty difficult for someone to cheat that way and unfortunately, it does happen.
