Tzfas Chief Rabbi Shmuel Eliyahu told Kol Chai Radio on Monday that we may not release terrorists. He explained that about 30% return to their former ways, and they will murder again. �Gilad Shalit�s life is not worth more than those who will be murdered as a result of the release� explained the rav, who when asked how the government entertains such policies stated, �We are not governed by rulers who follow halacha.�

The rav suggests other methods to obtain Shalit�s release, including the cessation of electric and water to Gaza until the soldier is handed over in good health.
