Ramapo: Three Brothers Clash With Police After Death of Sister


pdcOn 07/07/13 at about 2:50pm the Ramapo PD responded to 28 Mallory Dr. Hillcrest, for a report of a possible unattended death. Upon arrival responding officers found an unresponsive female, later identified as Blanca Estella-Tobias-Tobias (33 yr.old). This female was pronounced dead at the scene by Rockland County Paramedics. Family members of the deceased were notified, by a neighbor.

While officers were waiting for a police supervisor to respond, which is procedure, the ex-boyfriend (Jose Armando-Zecana-Vanegas, 28 yrs. old) arrived at the scene. At this time there were three brothers of the deceased at the scene. The three brothers were upset by the presence of the ex-boyfriend and attempted to physically go after him. At the time two police officers, PO Robert Navarro and PO Laurie Mair, and a Rockland Paramedic, Jeff Payton, were between the three brothers and the ex-boyfriend. The officers attempted to keep the brothers and ex-boyfriend separated, however the three brothers turned on the officers. One brother, Manuel A. Tobias, rushed the officers and was subdued by non-lethal force (Taser), A second of the brothers, Daniel Tobias, attempted to take PO Navarro’s firearm from his holster. Daniel was restrained by Medic Payton. The third brother, Jamie A. Tobias, grabbed PO Navarro in a bear hug type hold from the back. Jamie was restrained by PO Mair. All three brothers were arrested at the scene and removed. The brothers were later processed and charged with the following:

Manuel A Tobias, 25, of West Clarkstown Rd New City NY charged with Obstructing Governmental Administration 2nd degree (Class A Misd.) and Assault 2nd Degree (Class D Fel.)

Jaime A Tobias, 41, of West Clarkstown Rd New City NY charged with Obstructing Governmental Administration 2nd degree (Class A Misd.) and Assault 2nd Degree (Class D Fel.)

Daniel Tobias, 24, of West Clarkstown Rd New City NY charged with Obstructing Governmental Administration 2nd degree (Class A Misd.), Assault 2nd Degree (Class D Fel.), and Attempted Criminal Possession of a Weapon 4th degree (Class B Misd.)

The three brothers were arraigned in Ramapo Town Justice Court by Judge Schoenberger on 07/08/13 at about 11:00am. All three were later transported to RCJ with bail set as Manuel-$5000.00, Jaime-$10,000.00, and Daniel-$10,000.00. A return court date of 07/11/13 at 9:30 am in Ramapo Justice Court is set.

The deceased was transported to the Rockland County Medical Examiner’s Office in an attempt to determine cause of death. At this time the death appears non-suspicious.
