State Comptroller Justice Yosef Shapira remarked on the blizzard that brought Yerushalayim to a standstill.

�Anyone who moves about the streets of Yerushalayim sees things are not white, but black.� Addressing a Tel Aviv assembly the state comptroller stated a probe into the level of preparedness is in order.

He concluded with a warning regarding the level of homefront preparedness, explaining �This time the storm was white but we cannot afford this regarding a missile storm�, explaining to the audience the failures seen in preparing for the blizzard must be addressed ahead of a possible military assault against the homefront.
