Walking With Jacket Over The Shoulders On Shabbos

Wearing ones jacket over ones sleeves is not the derech to wear one�s jacket and therefore, one may not walk outside in that manner on Shabbos in a place that does not have an eiruv. Others are more lenient in this regard, but one should go in accordance with the first view stated. There is also a concern that he wind will blow the jacket off and he will come to carry the jacket in reshus harabim. One may not walk outside with a garment wrapped around the waist on Shabbos in a place that does not have an eiruv.
