AS EXPECTED: PA Textbooks Unchanged And Full Of Hate Despite Promises of Reform

A new review of Palestinian Authority textbooks — the first in four years — shows that despite promises to the U.S. and EU, the PA has made no revisions to remove incitement, antisemitism, or violence-promoting content.

The study, conducted by the IMPACT-SE institute, found that current-year textbooks still portray Jews as corrupt, manipulative, or enemies of Islam, often using conspiracy-themed imagery tied to global control. One 11th-grade history book includes a drawing depicting the world being held by American and Israeli arms under the heading “cultural colonialism.”

In an 11th-grade Islamic education text, Quranic verses are presented to teach that the “Children of Israel” are inherently corrupt and destined for destruction. Maps throughout the curriculum erase Israel entirely, labeling the entire area from the river to the sea as “Palestine,” while Israel is repeatedly referred to as “the Zionist entity” or “the Zionist occupier.”

The content also includes open glorification of terrorism. A fifth-grade Arabic textbook devotes ten pages to praising Dalal al-Mughrabi — the terrorist behind the 1978 Coastal Road massacre that killed 38 Israelis, including 13 children — calling her actions “heroic.” An 11th-grade history book similarly frames the 1972 Munich Olympics massacre as a legitimate form of Palestinian “struggle.”

Despite international pressure and repeated assurances of reform, the study concludes that no substantive changes have been made to the PA’s educational materials.
